CBMs are individuals resident within the community who are responsible for monitoring and reporting the status of public service delivery, including budget implementation and new infrastructural projects.  They also lead their communities in the engagement with government using their charters of demand – an advocacy tool that contains a list of the community’s priority development needs.

They are a crucial part of the V2P model as they sustain the project’s achievements within their communities through continuous engagements with their government.
